An overhaul of the Intelligence System, beyond that established by the Intelligence Reform and Terrorism Prevention Act of 2004, is necessary to improve connectivity between the community, and between the IC and law enforcement. Two of the main issues that remain unsolved are information sharing and a full integration and transformation of the Department of Homeland Security and the FBI's intelligence component. As such, the DNI and the leaders of the IC should take steps towards making these necessary changes to improve communication between the agencies.
[...] The Intelligence Reform and Terrorism Prevention Act of 2004, altered the relationship between the FBI and the intelligence community, and institutionalized the FBI's intelligence capabilities. However, there is still the issue of the law enforcement, and not intelligence guided mentality. FBI special agents must be transformed from law enforcement officers to intelligence collectors. In order to achieve this, training must be altered and career intelligence officers should be placed within the Bureau to help with this process.
