One hundred ninety-three nations work together and share airspace for their mutual advantage through the International Civil Aviation Institution (ICAO), a United Nations institution (ICAO, n.d.). Since its founding in 1944, the International Civil Aviation Organization (ICAO) has supported countries diplomatically and technologically to enable the development of a rapid and reliable global air mobility network that links families, businesses, and cultures globally while fostering socioeconomic prosperity and sustainable development everywhere aircraft are flown (ICAO, n.d.). However, some countries are not members and do not conform to the ICAO rules. Therefore, they have to file for differences from the ICAO regulations. One good example is the case of the anti-collision lights in the maneuvering area, where American aviation has filed for some differences to the ICAO regulations on the same.
