The XFL failed due to strategic missteps and bad decisions. Indeed, there was a demand for sports entertainment time during the off seasons.
The first misstep was the lack of three major elements in the announcement: a strong independent financial base, a national broadcast partner and important sports. These items could have helped the league last longer.
The second main bad decision was to create a mixed concept between NFL and XFL without the quality of play, which is the main reason why the NFL has so many fans. The concept was to watch aggressive and brutal games which were non-family friendly, especially for kids. They tried to initiate drama and show business of the WWF with legendary American football. Moreover, the players would be old football players with their golden-age behind them, which, of course, caused a lack of quality games.
