Maddex in Encyclopedia of Sexual Behavior and the law, he states that there is no other form of sexuality that has been frequently discussed, condemned and universally practiced than masturbation (Maddex, 2006) In the period that many laws are being passed on legalizing some aspects of the society and decriminalizing others, the law makers have intruded in the privacy of the citizens.
Some states now are drafting policies that are going to make to criminalize masturbation and the use of sex toys. Guns are legal, but sex toys are not? There are healthy benefits that are associated with the use of sex toys for masturbation; why then prohibit it? The issue on masturbation has always brought about mixed criticism from the Christians, health specialists and the general public.
Masturbation is the self stimulation of ones genitals to achieve sexual arousal that leads to orgasm. It is done by stroking or massaging the genitals with the hands or sex toys such as a vibrator. Sex toys on the other hand are objects and devices that are used to facilitate human sexual pleasure. Popular names of sex toys include dildo and vibrators. They are usually shaped and designed to resemble the real human genitals. They are of two types; vibrating and non vibrating.
From the definition, there is nothing illegal about pleasing oneself. It does not hurt anybody. Many people have ever masturbated, 95% of men and 89% of women. It is the first sexual act that most men and women experience before actual sexual intercourse. Some people still masturbate even in the old age but use sex toys instead. Criminalizing sale of sex toys is an invasion of people's sexual life that is supposed to be private.

The Georgian law also states that if one owns a sex toy he/she must prove that the use is intended for the state sanctioned reasons.
