Abstract

National security is an extremely sensitive issue for any government. There have been various acts of crime that have led to loss of lives as well as property. However, the government has various doctrines initiated with the intent of helping to solve various crime problems. Crime organization has improved over the years posing a challenge to law enforcers who maintain crime situations.

There are various acts of crime whose responses differ depending on the nature of the crisis. In the current world, the rising issue of insecurity affects the majority of the countries' citizens. For instance, there are multiple cases of active shooting reported in various countries. Active shooters have proved to be a serious threat because they have occasionally led to massive killings. It is hard for law enforcers to maintain active shooter situations.

According to various researches conducted by the New York City Police Department, commonly referred to as NYPD, there are various situations experienced in active shooter situations. According to the NYPD research, at least 46% of these incidents lead to the use of force by security, with 40% of these situations leading to the death of active shooters, with 14% of these situations the shooters surrender and at least in 1% of the active shooter situations the shooters end up fleeing without arrest (Raymond 2010).

This measure to curb crime in colleges has resulted in positive outcomes, and the counseling department is one of the most functional departments in most institutions. Swarming incorporates the use of sustainable tools, by the police, to attack using pre—planned strategies from every direction thus containing the perimeter. According to security officials, swarming strategy can be applied in civilian case situations as well as in various military operations. [...] In addition, the government should ensure they restrict weapon access to the public to reduce the crime rate. Psychologists also advice that parents should take care of their children's emotional responses, and in case of negative emotional responses among their children, they should seek help from experts. Security personnel should remain vigilant at all times. It is also noteworthy for organizations to train their security personnel how to deal with crisis situations. The camera monitoring personnel should report any odd occurrences noticed. [...]

[...] One of the most disturbing cases is the Mumbai attack in 2008, where active shooters caused radical atrocities in the capital of India. Active shooters swarmed the city engaged in one of the most deadliest mass killings. The situation worsened following to slow and ineffective crisis response by the Indian police. The active shooters took advantage of the low technology in the Indian police sector at the time. The shooters had strategically arranged their attack outdoing the present police risk-operation art. They incorporated the use of modern state-of-art gadgets and weapons to carry out their attack. [...]
