According to the Abbé Pierre Foundation, today in France 4 million people are poorly housed, including 900,000 deprived of personal housing. But in total, there are more than 12 million people in a fragile housing situation. And yet, there are 3 million vacant dwellings as of 1 January 2018, or 8.3% of the total housing stock. Moreover, ‘The share of public expenditure devoted to housing is 1.69%, its lowest level in 10 years'.
